調査結果概要
1.向こう1年の海外旅行の予定・検討状況は高水準 海外旅行はアジア、欧米豪ともに計画段階に
- 海外居住者の向こう1年の海外旅行の予定・検討状況は、アジア、欧米豪ともに高水準。アジアと欧米豪を比較すると、「予定・検討」の割合はアジアの方が高く、次の海外旅行の予算や滞在日数も、欧米豪よりもアジアの方が増加・長期化の意向が強い。
- 足元の海外渡航者数の状況は、先行して海外旅行が回復していた欧米豪にアジアが追いつき同水準となり、海外旅行はアジア、欧米豪ともに計画段階となった。
- 海外旅行を予定・検討する理由は、アジアでは「リラックスや癒しを得たいから」、欧米豪では「海外旅行が好きだから」が多く、前回調査の傾向と変わらない。一方、海外旅行を予定・検討しない理由としては、経済的な理由が大きく影響している。なお、前回調査で上位にあった新型コロナに関する理由は、順位が低下していることから、フェーズが変化していることがうかがえる。
2.日本の人気は引き続き高く、トップを維持 一部の国で下降していた人気も回復
- 次の海外旅行先として、日本の人気は引き続き高く、トップを維持している。アジアでは高い水準でトップを維持しており、欧米豪では、前回2位から1位に返り咲いた。
- 海外旅行の予定・検討者の海外旅行先としても、日本はアジア、欧米豪いずれにおいても トップで、海外旅行予定者の渡航先としての日本人気も確認できた。
- 韓国では、日本の人気が急上昇しており、コロナ禍前と比較するとその差がさらに顕著となっている。オーストラリアでは、海外旅行予定者の渡航先としての日本人気が群を抜いて高く、フランスでは、下降していた日本の人気が回復した。
- 海外旅行はアジア、欧米豪ともに計画段階にあり、海外旅行先としての日本の人気も高い ことから、コロナ禍前の水準まで回復しつつある訪日外国人旅行者数は、今後より一層増 えていくことが期待される。訪日外国人旅行者の受入環境の整備にあたっては、今後は質の向上への取り組みも重要であり、持続可能な形での観光の復活が望まれている。
3.日本の地方観光地への訪問意向は引き続き高水準 地方部への来訪と長期滞在につなげる取り組みを
- 日本の地方観光地への訪問意向は引き続き高水準。体験ニーズが継続的に高く、地方部での活用が期待できる「自然や風景の見物」は、実施率も活動項目の中で最も高い。
- 地方部での消費拡大や長期滞在が見込まれるアウトドアアクティビティの一例として、スノーリゾートでは、アジアを中心に雪遊び等ライトな活動へのニーズが高い一方、欧米豪のスキー・スノーボードの経験者はスノーアクティビティに加え、長期滞在へのニーズが高い。
- また、全体的な傾向として、アジアより欧米豪の方が各活動に要した時間が⾧い。
- これらのニーズや傾向をふまえ、各地域において、地方部ならではの資源を活かしながら、地方訪問意向を実際の来訪と長期滞在につなげる取り組みが望まれる。
4.訪日旅行時の支出の考え方と収入は連動していない 旅行者にとって価値を感じるものやこだわりポイントへの出費は、収入水準にかかわらず期待できる
- 訪日旅行時の支出の考え方として、「支出を惜しまない層」+「こだわり消費層」は、約7割。
- 全体的に支出の考え方と世帯収入は連動しておらず、訪日時に支出を惜しまない、または自分のこだわりポイントには支出する人は、収入水準にかかわらず一定数いる。
- 消費行動に関しては、訪日旅行時の活動の実施率、実施にあたり支出した人の割合、支出金額の観点から分析を行ったところ、活動の実施率が高くなるほど、支出した人の割合が低くなる傾向がみられた。また、アジアでは、買い物で支出した人の割合と満足度が相対的に高く、欧米豪では、イベントで支出した人の割合と平均支出額が相対的に高いことが確認できた。
- これらの結果から、例えば「自然や風景の見物」のように実施率は高いものの支出した人の割合が低い特性を持つ活動については、誘客促進のためのコンテンツとして活用するとともに、来訪した人が支出したくなる仕組みづくりを進めていくことが有用と考える。また、平均支出額の高いイベントについては、参加者が増えると消費額拡大が見込まれるため、大阪・関西万博や各地のお祭り、スポーツイベント等の集客に向けた取り組みが望まれる。
- このように、各地域が持つ資源を活かすとともに、資源を活かした活動がどのような特性を持つのかを把握した上で、観光施策及び観光事業の方向性を検討することにより、地域へ経済効果をもたらしていくことを期待したい。

1.High level of interest in overseas travel over the coming year; residents of Asia, Europe, the United States and Australia moving to planning stage for overseas trips
- The level of interest in overseas travel in the coming year is very high among residents of Asia, Europe, the United States and Australia. Compared to Europe, the United States and Australia, Asia has a higher proportion of residents considering an overseas trip. Asians are also more intent on increasing the budget of their next overseas trip and staying away for longer.
- As for current overseas traveler figures, Asia has caught up with Europe, the United States and Australia in overseas trips. All regions are now at the planning stage.
- As to why they were considering an overseas trip, many respondents in Asia said they “want to relax and unwind”, while many in the West said they “like travelling overseas”. This continues the trends found in the previous survey. Meanwhile, reasons for not considering an overseas trip were largely economic. Of note, COVID-19, which was one of the top reasons for a lack of interest in overseas travel at the last survey, has fallen down the rankings, so it is likely we have reached a new phase in this respect.
2.Japan keeps its place atop the list of desired travel destinations, recovers popularity lost in some countries
- Japan continues to be the most popular destination for the next overseas trip. It remains number one in Asia while in the West, it has recovered to first place after falling to second in the previous survey.

- In Korea, Japan’s popularity is surging far ahead of the pre-pandemic level. In Australia, Japan far outrates any other destination among those planning overseas travel while in France, Japan’s popularity has rebounded after a decline.
- Overseas trips are in the planning stage in both Asia and the West. Given the popularity of Japan as an overseas travel destination, we can expect that the number of foreign travelers visiting Japan, which is gradually recovering to pre-pandemic levels, to continue to increase. To sustainably revive inbound tourism to Japan, efforts are needed to improve the quality of amenity for travelers.
3.Intention to visit Japan’s rural areas remains strong; it is time for projects that promote rural visits and longer stays
- Intention to visit Japan’s rural areas remains strong. The ongoing high demand for experiences like “nature and sightseeing” can certainly be met by such regions, and these also scored highest as actual trip inclusions and activity categories.
- One example of outdoor activities in rural areas that are expected to require increased spending and longer stays is snow resorts. While there is high demand from Asia for light activities such as playing in the snow, demand from experienced Western skiers and snowboarders is strong for snow activities and longer stays.
- As an overall trend, the time required for activities is longer for visitors from the West than for those from Asia.
- Based on these trends, communities would benefit from initiatives that translate intention to visit rural areas into actual visits and long stays.
4.During trips to Japan, spending habits are not directly linked with income levels; travelers spend on things they value and what they are particular about, likely regardless of income level
- In terms of the spending habits of inbound travelers, around 70% “generally do not hesitate to spend” or “do not hesitate to spend on what they are particular about”.

- In terms of consumption behavior, analysis of participation rates and participation in activities by inbound tourists found a trend of higher participation rates in an activity leading to less likelihood of spending and lower spending levels. Further, proportionately more Asian visitors spent money on shopping and had higher levels of satisfaction, while proportionately more Western visitors spent money on events, and spent more on those events.
- These results show that activities characterized by lower spending among participants should be harnessed as content to promote tourism but that it would also be useful to create mechanisms to encourage visitor spending. Events with a high average spend promise a bump in overall expenditure as participation increases, therefore efforts to attract people to occasions like the Osaka-Kansai Expo, local festivals and sports events are recommended.
- By not only harnessing the resources of local communities but understanding the special features of the activities that leverage those resources – therefore informing the approach of tourism policies and enterprises – these regional and business initiatives are expected to bring considerable economic benefit to those communities.
